for sure, but we thing he will get out and walk around and it will be a great moment, right? >> jimmy carter back in 197 literally stepped foot outside the capitol and walk all the way to the white house. no president has since. but every president, along the way, gets out at some point and gets out this and greets the people. does not necessarily go up and shake hands but will get along the route where this president on this parade could get out of couple of times, and as you make that turn from the capitol, and, again,te house. you can hear people cheering now. there are only a couple of people deep right now at this point, but further along the route it could be deeper. back in 2009, you may remember, there were 10, 20, and 30' deep in some cases. it will be interesting to see how many came out for this. >>shepard: i have never seen like the crowds here four years ago. we had to get up at 4:30 in the morning just to make our way from the hotel over here to the reviewment form. it was crazy! who would expect on the second term for there to be that many people. nobody! ask george bus

inaugural was bitterly cold. jane pauly and i were on the "today" show in those days, and that was the jimmy carter inauguration, and we were outside looking like third story men. we had stocking hats pulled down and big down jackets. >> actually, the reagan first was a balmy 55 because we were not even wearing coats. i remember being on the parade route with willard scott. when we look towards the inaugural, this is a second inaugural. not as much emotion as the first. coming after such a divisive campaign, what is the challenge for president obama to try to inspire the nation? >> i think i was listening to michael, who is a wonderful speechwriter, and i think he had it just about right. i would say that it has to be a mix of poetry, big ideas, where i want this country to go, but at the same time you have to mix it with the practical hard truths that we're all going to have to face that are out there. everyone understands it. it has to do with tax reform and medicare and social security. and kind of realigning the federal budget. the phrase that i have been using, you know, ever since the

at the inaugural route, i can't help but go back to january 20th 1977 and jimmy carter breaking precedent and stepping out of the car and shaking hands with the american people. >> he walked the whole route. >> his four years started out well and ended batly. you have gone back and taken a look at how presidents fared. especially like this one have been reelected. if you look back at truman administration, the first four presidents had bad second terms. they ended the four years at a low opinion and the number where they began their four years and truman down 37% and eisenhower down 14% and johnson down 22 and nixon down 27. of the seven presidents only two who actually improved their public opinion from beginning to end and surprisingly they are reagan and clinton. if you look again at the second group of numbers, you see reagan went up 1% from 62 to 63%. clinton went up four and bush was down 17. obama starts at 49 to 50 or 52%, whatever poll you look at. he starts at the lowest approval rating of any of these presidents including president obama. >> i look at bill clin
